Guernsey Fibre was a landmark infrastructure project delivered by Sure, created to future‑proof the island's connectivity and support the way people live, work and do business.
As our lives became increasingly digital, it was clear Guernsey needed a network that could meet long‑term demand. Guernsey Fibre delivered exactly that: a full‑fibre network connecting every home and business across the island with fast, stable and reliable broadband.
The project represented a £37.5 million investment by Sure, delivered in partnership with the States of Guernsey, which contributed up to £12.5 million. Together, this long‑term investment became a critical part of Guernsey's infrastructure, supporting the island for decades to come.
What was delivered
Guernsey Fibre successfully connected approximately 30,000 properties across the island to a full‑fibre broadband network.
By the end of the rollout, every property in Guernsey had access to fibre, ensuring consistent performance, greater reliability and the capacity to support future digital services without the need for further physical upgrades.
The completed network enabled:
- Gigabit‑capable broadband across the entire island
- Symmetrical upload and download speeds
- A stable connection capable of supporting multiple devices simultaneously
- A full transition away from the legacy copper network
Benefits for Guernsey
The completion of Guernsey Fibre delivered lasting benefits for the island and its community.
Economic impact
The project provided a significant boost to the local economy. It directly created over 80 additional jobs and generated millions of pounds of spend with local suppliers used throughout the build.
Beyond the immediate impact, the network supported long‑term economic growth. Improved digital connectivity enabled more flexible working, supported digital businesses and contributed to increased productivity across the island. Independent analysis indicated that widespread access to full fibre could deliver an estimated 1.1% uplift in economic activity driven by increased digital engagement.
Community benefits
Island‑wide fibre access helped:
- Support home working and remote learning
- Enable high‑quality streaming and entertainment
- Improve online access to public and essential services
- Ensure Guernsey remained competitive and connected globally
The fibre network
The Guernsey Fibre network was designed to be robust, resilient and future‑ready.
By replacing copper with end‑to‑end fibre, the network removed performance bottlenecks and ensured speeds were maintained from the wider internet directly into homes and businesses. Fibre's increased capacity meant households could use multiple devices and services at the same time without a drop in performance.
Testing during the project demonstrated average symmetrical speeds of up to 2Gbps, confirming the network's capability to deliver world‑class connectivity.
Delivery by local experts
Guernsey Fibre was delivered by Sure's experienced local engineering teams, combining deep knowledge of the island with the latest fibre technology.
Throughout the rollout:
- Engineers worked parish by parish to minimise disruption
- Existing infrastructure was carefully overlaid to keep services running
- Customer feedback consistently highlighted the professionalism, cleanliness and care shown during installations
The project also supported skills development and long‑term employment opportunities within Guernsey, leaving behind not just infrastructure, but expertise.
James Noon, Guernsey Fibre Quality and Training Lead, talks about what it's like to work in the fibre installations team.
The rollout journey
The fibre rollout was one of the largest engineering programmes ever undertaken in Guernsey.
Starting in 2021, the project progressed steadily across the island, connecting hundreds of homes each month. Careful planning considered access, household density and the need to minimise disruption, particularly in more complex locations.
As the network expanded, the copper infrastructure was gradually retired, with all services successfully migrated to fibre by the end of the programme. This ensured continuity for broadband, landline and lifeline services while completing the transition to a modern network.
Partnership with the States of Guernsey
Guernsey Fibre was delivered as a public‑private partnership between Sure and the States of Guernsey.
This collaboration accelerated the rollout and ensured universal access to fibre, reinforcing the island's Digital Framework and long‑term economic strategy. The partnership played a vital role in making full‑fibre connectivity available to every property, regardless of location.
Support and communication
Throughout the project, Sure prioritised clear communication and customer support.
Dedicated teams worked within the community to:
- Keep residents informed of progress
- Support customers through the switch from copper to fibre
- Provide additional help to those who needed it, including vulnerable customers
This hands‑on approach ensured the transition was straightforward and inclusive for everyone on the island.
A lasting legacy
Guernsey Fibre left the island with a modern, resilient digital backbone designed to support future generations.
The completed network underpinned Guernsey's ambitions as a connected, competitive and forward‑looking jurisdiction — enabling innovation, supporting everyday life and ensuring the island was ready for whatever comes next.
Delivered by Sure, Guernsey Fibre stands as one of the most significant infrastructure projects in the island's history.
